We have had a problem with the light shortly after putting it into operation. The lamp cannot be switched on and off by a timer. It is necessary to touch the lamp with your hand as to switch it on. What should we do?

please check whether the lamp and the starter sit in their fixtures correctly − you may slightly turn the lamp to do so.
It happens rather often that the lamp sits poorly due to not having snapped in correctly after it has been inserted - this leads to exactly the problems you described!
